What can professional sports organizations do to improve athlete conduct?

The problem seems to continue in not only in the NFL but also in the MLB and in other sport groups.

If you could become president of one of the sporting leagues, what ideas/actions would you make to improve the image of professional athletics?

One possibility would be to institute a no tolerance to violence on and off field/court. Mandatory suspension without pay and a fine would hurt them and may force them to monitor their conduct more closely.
